The three main political parties have made commitments on house building and social housing in the run-up to this Election, and the other parties also address these issues. Here in summary is what each of them has to say:


  • The Conservatives pledge to meet their 2015 commitment to deliver a million homes by the end of 2020 and to deliver half a million more by the end of 2022.
  • Houses will be built not just in the South-East, they say, but across the country. This will include government building 160,000 houses on its own land.
  • There is a commitment to build new fixed-term social houses, which will be sold privately after ten to fifteen years with an automatic Right to Buy for tenants, the proceeds of which will be recycled into further homes.


    • Labour will invest to build over a million new homes.
    • The party says it will start work on a new generation of New Towns “to build the homes we need and avoid urban sprawl”.
    • Labour says, “By the end of the next Parliament we will be building at least 100,000 council and housing association homes a year for genuinely affordable rent or sale. We will build thousands more low-cost homes reserved for first-time buyers”.


    • The LibDems commit to new direct spending on housebuilding to help build 300,000 homes a year by 2022, including half a million affordable and energy-efficient homes, with direct government commissioning where the market fails to deliver.
    • They undertake to create at least 10 new garden cities in England, “providing tens of thousands of high-quality, zero-carbon homes, with gardens and shared green space, jobs, schools and public transport”.
    • They will lift the borrowing cap on local authorities and increase the borrowing capacity of housing associations so that they can build council and social housing.

The Green Party

      • A major programme to build affordable, zero-carbon homes, including 100,000 social rented homes each year by 2022.


  • UKIP plans to roll out high quality, low cost factory-built modular (FBM) homes at a total cost per house of under £100,000. These will come onto the market at the rate of 100,000 homes a year.


  • The SNP claims Scotland has the highest house building rate in the UK. “We are investing over £3 billion to deliver at least 50,000 new affordable homes, at least 35,000 of which will be for social rent.” However, house building is not among the party’s key pledges.

Plaid Cymru

          • Plaid Cymru says it will roll out a nationwide scheme to make Welsh housing stock more energy-efficient.
