Definition: Continuous thermal breaks (e.g for cantilevered concrete slabs).
Requirement: Thermal breaks are exempt.
The underside of the thermal break should be protected by non-combustible materials (or cavity barriers).
The Approved Document B guidance that thermal breaks should not pass across compartment lines was intended to prevent large areas of insulation or 'infill' being called a 'thermal break" and thereby bypassing the regulatory requirement.
Is the position indisputable? This may not be the view of all organisations.
