Leadership body issues Building Safety Regulator application guidance

New guidance for submitting applications to the Regulator

In 2022, the Building Safety Act created  a new regulatory body to handle the approval of new high-risk buildings, the Building Safety Regulator (BSR).

Serving as a central control body for all high-risk buildings, the BSR assesses new high-risk projects across three ‘gateways,’ ensuring safety at key stages.

As with any new system, there have been delays while regulators, designers, developers, and other stakeholders adjust to the new system.

LABC Warranty, through our Early Engagement Consultancy Service, has been helping designers and builders avoid delays at the second gateway through warranty-focused design input.

The Construction Leadership Council has also made a wealth of new resources available to help.

New guidance from the Construction Leadership Council

The Construction Leadership Council (CLC), in tandem with stakeholders that include our colleagues at Local Authority Building Control (LABC), has produced a suite of invaluable guidance to help submissions at Gateway 2.

The CLC is a collaborative body between the construction industry and government, working together to offer guidance to developers on the biggest issues facing the sector.

The CLC’s high-risk building control guidance focuses on gaining Building Control Approval for the second gateway of the Building Safety Regulator’s compliance system.

The materials issued cover:

  • Guidance Note 01 – The Building Safety Regime for a new Higher-Risk Building
  • Guidance Note 02 – Sufficient Level of Design
  • Guidance Note 03 – Approval with Requirements
  • Guidance Note 04 – Application Information Schedule
  • Guidance Note 05 – Application Project Brief
  • Guidance Note 06 – Application Document Management and Submission
  • Guidance Note 07 – Application Strategy

Martin Taylor, Executive Director of LABC, said: “This is the most significant set of guidance issued by the industry since the initial launch of the Building Safety Regulator.

“This guidance will come as enormous help to  designers, architects, and developers to navigate the gateways and hopefully  avoid delays on their projects.
